The proposed hookah bar in Martinsville would be located in the former Butchers and Brews building across from City Hall. A hookah bar is a place where people share a tobacco pipe, more hippy-style than Indian-style. Apparently there is nothing on the books that would prevent one from opening such a place, but since it wasn’t specifically addressed, Council decided an amendment was in order for the zoning ordinance that applies to uptown.
