Martinsville City Manager Leon Towarnicki presented his $94.6 million budget to City Council. The total is one and a quarter percent more than last year and includes a 3 percent raise across the board. It’s also $2.5 million short in funding. Towarnicki is proposing raising sewer rates another $2.50 and possibly water rates by $2.00. Council members will meet for a number of budget work sessions over the next several weeks.
