California storm latest: LA braces for heavy rain and possible mudslides, flash flooding

(NEW YORK) — A storm is dropping rounds of heavy rain on more than 22 million people across Southern California on Saturday, and the rainfall could spark dangerous flash flooding, mudslides and debris flows.
Here’s the latest:
The first round of heavy rain is slamming the region early Saturday morning, and the second round will hit between 11 a.m. and 4 p.m. local time.
Rainfall rates could top 1 inch per hour and scattered thunderstorms could bring strong winds, lightning and potentially hail.
Flood watches are in effect in Los Angeles, Santa Barbara, Riverside and San Diego through Saturday evening. A level 3 out of 4 risk for excessive rainfall and flash flooding is in place for the LA and Santa Barbara areas.
Wildfire burn scar areas are of serious concern on Saturday because they’re extremely prone to flash flooding, mudslides and debris flows. But flooding and mudslides pose a major threat to Southern California in general, beyond just burn scar areas.
Evacuation warnings are in place for certain areas with burn scars, while some evacuation orders have been issued for select areas that have a heightened risk of mudslides and debris flows.
The mountains of Santa Barbara, Ventura and Los Angeles counties will likely see some of the biggest rain totals, with as much as 4 to 6 inches of rain. On average, LA records 0.8 inches of rain in the entire month of November.
The heavy rain will end Saturday night, but an unsettled weather pattern will stick around into early next week with more wet weather on the way. Flash flooding, debris flows, mudslides and landslides will remain concerns for several days as more rain falls over saturated soils and very sensitive areas.

(LOS ANGELES) — Nick Reiner is expected to appear at an arraignment on Wednesday to enter a plea in the murders of his parents, renowned director Rob Reiner and his wife Michele Reiner.
The 32-year-old faces two counts of first-degree murder with the special circumstance of multiple murders.
Nick Reiner made a brief first court appearance on Dec. 17 and waived the right to a speedy arraignment.
Since his last appearance, sources told ABC News that law enforcement and defense attorneys have been working to piece together Nick Reiner’s psychiatric and substance abuse history. Legal experts say California law allows defense attorneys to signal as early as Wednesday’s hearing whether they will seek to use mental health in their defense.
Nick Reiner has a documented history of addiction and substance abuse treatment, and friends have told investigators that his mental health had been deteriorating prior to the murders.
He could enter a plea of not guilty by reason of insanity Wednesday, though that could also come later.
Under California law, a jury can find a defendant not guilty by reason of insanity, which would result in confinement to a state psychiatric hospital rather than prison. That process can begin at arraignment but is not required to.
To pursue this defense, attorneys must demonstrate that the accused suffered from a mental illness prior to developing an addiction. A mental illness caused solely by addiction does not meet the legal standard.
Nick Reiner’s defense attorney Alan Jackson issued a statement last month, reading: “We ask that during this process, you allow the system to move forward in the way that it was designed … not with jumping to conclusions, but with restraint and with dignity and with the respect that this system and this process deserves and that the family deserves.”
Rob Reiner and Michele Reiner were found stabbed to death in their Brentwood home on Dec. 14.
The night before the murders, Nick Reiner — who had been open about battling drug addiction since he was a teenager, and had been living on his parents’ property — got into an argument with Rob Reiner at a holiday party, and was seen acting strangely, sources told ABC News.
Nick Reiner was taken into custody in downtown Los Angeles hours after the bodies were discovered.
Rob and Michele Reiners’ other children, Jake and Romy Reiner, said in a statement last month, “Words cannot even begin to describe the unimaginable pain we are experiencing.”
“The horrific and devastating loss of our parents, Rob and Michele Reiner, is something that no one should ever experience. They weren’t just our parents; they were our best friends,” they said.
“We are grateful for the outpouring of condolences, kindness, and support we have received not only from family and friends but people from all walks of life,” Jake and Romy Reiner said. “We now ask for respect and privacy, for speculation to be tempered with compassion and humanity, and for our parents to be remembered for the incredible lives they lived and the love they gave.”

(NEW YORK) — Rescuers are racing to find a miner who’s been trapped in a flooded West Virginia coal mine for days.
Crews are pumping out thousands of gallons of water per minute at the Rolling Thunder Mine to help locate the miner after the site flooded Saturday, according to West Virginia Gov. Patrick Morrisey.
“Rescue operations continue at the Rolling Thunder Mine in Nicholas County, where crews are now pumping water at a rate of approximately 6,000 gallons per minute – a significant increase from earlier efforts as additional pumps became available,” Gov. Morrisey posted Tuesday on X.
“This is another step forward in the ongoing effort to reach the missing miner. As water levels continue to drop, crews are also advancing on the drilling portion of the rescue as they prepare for additional heavy equipment to arrive,” he added.
The identity of the miner has not been publicly released.
At a press conference Monday, Morrisey said dive teams were working to find pockets of air where the miner may be located.
“This has been an around-the-clock response since Saturday, and we’re going to continue to do everything imaginable to help,” said Morrisey. “We’re going to continue to push because we want to make sure that we give the miner every opportunity to live.”
Nicholas County Commissioner Garrett Cole posted a statement on Facebook Sunday night, saying that the missing miner was helping his crew escape to safety.
“According to state wide reporting, the missing miner is said to be a foreman of a crew who worked to ensure that everyone on his crew was getting out of the mine but got trapped behind,” he said.
Rolling Thunder Mine is operated by Tennessee-based Alpha Metallurgical Resources, which operates 19 underground and surfaces mines across West Virginia and Virginia, according to its website.
A spokesperson for Alpha Metallurgical Resources did not immediately respond to ABC News’ requests for comment.
The weekend episode at Rolling Thunder Mine is the second mining incident in West Virginia this month, following the death of a miner at a different mine on Thursday, according to Morrisey.
“Our coal miners are among the hardest-working and most courageous people in our state. They represent the strength, humility, and resolve that define West Virginia. We owe these men and women an enduring debt of gratitude for the sacrifices they make every day to power our communities and our nation,” Morrisey posted on Facebook.
(NEW YORK) — Sea level rise caused by climate change could cause thousands of toxic sites in the U.S. to flood in the coming decades, according to new research.
Under a high greenhouse gas emissions scenario, more than 5,500 hazardous sites across the U.S. will be at risk of a 1-in-100-year flood by the year 2100, according to a paper published Thursday in Nature. These sites include facilities that handle sewage, toxic waste, oil and gas and other industrial pollutants as well as formerly used defense sites, according to a paper published Thursday in Nature.
Of the the at-risk sites, at least 3,800 locations are projected to flood by 2050, the study found.
Many of the U.S. coastlines are heavily industrialized for a variety of reasons, including access to raw materials and proximity to open seas transportation, Lara Cushing, an associate professor of environmental health science at the University of California Los Angeles and lead author of the paper, told ABC News.
In the past several decades, extreme flooding events caused by storms like Hurricane Katrina in 2005 and Hurricane Harvey in 2017 flooded industrial facilities, releasing toxic chemicals into the floodwaters and air, Cushing said.
Researchers at UCLA put together a database of industrial and contaminated sites, such as sewage treatment plants, active oil and gas refineries and other types of industrial facilities — a total of nearly 50,000 sites across 23 coastal U.S. states and Puerto Rico, Cushing said. They then estimated flood risks at those locations for the years 2050 and 2100 under greenhouse emissions scenarios: high emissions and moderate emissions.
The findings indicate that the states at most risk of flooding at toxic sites include Florida, New Jersey, California, Louisiana, New York, Massachusetts and Texas. Those seven states account for nearly 80% of the hazardous sites at risk by 2100, according to the paper.
“That gives us a sense of where we might want to focus our efforts,” Cushing said.
If these sites were to flood, they could pose serious threats to public health and neighboring communities, according to the paper.
Oil-related infrastructure, such as refineries, ports and terminals, are particularly risky due to the possibility of oil spills but also because of the chemicals that are used to refine the oil, Cushing said.
The researchers also found that residents in marginalized communities will likely be impacted by flooding at toxic sites at higher rates.
The researchers defined neighborhoods across the U.S. into census block groups, classifying them as either being near at-risk sites or not near at-risk sites, but still in coastal areas, Cushing said. They then compared the census geography to different metrics of social marginalization or vulnerability to flooding related to adverse outcomes, such as income, housing tenure, linguistic isolation, access to vehicles and other demographic factors.
They found that low-income communities, communities of color and communities with low levels of voter turnout and access to vehicles are more likely to live near sites of future flood risk due to sea level rise, Cushing said.
Human-amplified climate change is the primary cause for present-day rising sea levels, according to climate scientists. Sea level rise is also accelerating, with the U.S. coastline projected to experience an sea level rise of about 11 inches, according to the federal government’s Fifth National Climate Assessment. That amount of sea level rise previously took 100 years to reach, between 1920 and 2020.
The Gulf Coast — especially in states like Louisiana and Texas — is of particular concern due to the high concentration of petrochemical industries in low-lying areas, increased threat of strong hurricanes and projected level of sea level rise in the region, Cushing said.
By 2050, the eastern Gulf Coast is projected to experience an average sea level rise of 8 to 12 inches, with an even greater increases of 12 to 16 inches along the western Gulf Coast, according to the Fifth National Climate Assessment.
Much of the risk of sea level rise is already locked in due to past emissions, the researchers said. But mitigation for global warming is needed to prevent the most drastic outcomes, Cushing said.
“The implications of our research suggests that this issues needs more attention, both in terms of mitigation plans and emergency preparedness and also things like cleanup plans and standards for legacy contamination,” she said.
In addition, coastal communities, including underserved groups, need access to critical data and resources in order to effectively fortify their resilience to climate change, said Rachel Morello-Frosch, a professor of environmental health sciences community health sciences at UCLA and co-author of the paper.
“There are potential solutions, if policy makers are ready to move forward,” Morello-Frosch said in a statement. “And there is a clear need for disaster planning and land-use decision-making, as well as mitigation strategies to address the inequitable hazards and potential health threats posed by sea level rise.”
