Jeffrey Allen Carter, 58, of Collinsville, Virginia passed away on Sunday, April 19, 2026. He was born on September 22, 1967, to the late Harvey L. Carter and Mabel Sharree Thomas Carter.

In addition to his parents, he was preceded in death by his sister, Patricia Martin- Jarrett.

Jeffrey was a military man through and through. He loved Christ Jesus and his country without fail. After graduating from Laurel Park High School, he enlisted in the United States Navy and served with purpose and honor. Like so many of our wartime veterans, he came home suffering from PTSD.

Jeffrey was a loving person with a warm and sensitive heart and emotions. He entered each day with a new desire and perspective to be his best version as he wanted to further his education as a lifelong learner at the college level.

Jeff found solace in God’s daily Word and was an avid reader and practicer of scripture. He leaned on the understanding that we all fall short of the glory of God. This knowledge was comforting when daily life and illness became difficult to bear.

Jeff is survived by his sister, Terri Witcher (Sherman); his nieces, Destini and Chelseah, and his nephews, Marcus, Justan, Marco, Sheldon; and Sherman Jr.; he was a proud great uncle to Dominic, Noomi, Dakota, Diani, Drayton, Love, Tyana, Trent, Anakin, Angelino, Tony, Raylen, Amiyah Sophia-Grace, Easten, Wren Everlove, and Koa who will miss him deeply.

A funeral service will be held on Saturday, May 2, 2026, at 11:30 AM at New Design United Pentecostal Church with Rev. Richard Spencer officiating. Interment will follow in the church cemetery. The family will receive friends thirty minutes prior to the service.
