A Maryland man has been charged with reckless driving after a state trooper and a disabled motorists had to jump over a guardrail to avoid being struck on the highway. The trooper had stopped in the road with his flashing lights to assist the motorist when William Likins, 58, collided with the stopped vehicle. Likins was taken to the hospital and the trooper and the other motorist suffered minor injuries.
